Of course you can my dears. The taller the power tower, the easier it will be to do muscle-ups. But in a shorter power tower you have to apply more pulling force to get your chin up the bar. If you have never done a muscle-up before, start with a lower setting on the power tower and work on building your upper body strength.
To do a muscle-up on a power tower, you will need to build up some upper body strength. First start doing some light pull-ups in order to strengthen you back, shoulder and specially arms. Then, when you feel ready, climb onto the power tower and grasp the handles or grips. Pull with your back muscles till the chin reaches to the bar but at the start it will not but keep on trying everyday for progress.
